Vietnam’s legislative body is considering a draft law designed to streamline administrative processes and business regulations in the agriculture and environmental sectors. The proposed legislation seeks to amend 10 existing laws, which currently govern areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, and crop production.
The draft suggests doing away with 38 administrative procedures and 40 business conditions while simplifying 13 others. These changes aim to cut processing times by 904 days, providing significant relief to businesses by saving approximately VNĐ189.9 billion (US$7.3 million) in compliance costs.
During the review, lawmakers stressed the importance of maintaining strong regulatory oversight despite these simplifications. They also highlighted the need for increased decentralization, allowing for more localized decision-making. A key feature of the draft is its encouragement of digital tools, including QR codes and product traceability systems, to enhance inspections and ensure product quality.
The reform package is part of a broader push to modernize Vietnam’s regulatory environment, fostering a more efficient and competitive business landscape. The initiative aligns with the country’s goals of improving economic performance while safeguarding environmental and agricultural standards.
The final version of the draft law is slated for completion by July 25, marking a significant step forward in Vietnam’s legislative efforts to support its evolving agricultural industry and environmental management practices.
