Vietnamese Leader Advocates for Adaptive Legal Framework to Boost Growth

Vietnamese Party General Secretary and President Tô Lâm has emphasized the need for a stable and adaptable legal framework to foster investment, economic growth, and technological advancement. Speaking at a meeting in Hà Nội focused on institutional improvement and law enforcement, Lâm outlined the necessity for laws that provide clarity on the rights and obligations of both individuals and businesses while being flexible enough to accommodate scientific progress, new business models, climate change, and international integration.

Lâm stressed the importance of aligning lawmaking with enforcement, evaluating their effectiveness based on the removal of administrative barriers, reduction of compliance costs, resource mobilization, and protection of lawful rights. He called for a thorough review of existing legal documents, particularly those hindering investment and business activities, to ensure they support rather than obstruct economic progress.

Setting long-term goals for Vietnam’s legal system, Lâm proposed measurable targets for 2030 and envisioned a modern, AI-supported legal framework by 2045, with a transparent and professional judiciary. He highlighted the importance of accountability in implementing laws, urging that each policy clearly specify responsible agencies, necessary resources, and expected outcomes. Administrative documents, he noted, should align with the law and not impose additional requirements.

Lâm also advocated for a shift in focus from punitive measures to risk management and violation prevention. He encouraged the use of digital transformation and data-driven governance to enhance compliance, lower administrative costs, and streamline the resolution of civil and commercial disputes. This approach, he argued, would help Vietnam adapt to emerging challenges while maintaining a conducive environment for growth and development.
